交通運輸部:全國29個聯網省份的487個省界收費站全部取消發(fa)表時間:2020-01-02 19:11 2019年(nian)12月31日晚(wan),取(qu)消高(gao)速(su)(su)公(gong)(gong)(gong)路省(sheng)(sheng)界(jie)(jie)收(shou)(shou)費(fei)(fei)站工(gong)程(cheng)并網切(qie)換如(ru)期進(jin)行(xing)。部黨組書記楊傳(chuan)堂出席并講話(hua)。深化收(shou)(shou)費(fei)(fei)公(gong)(gong)(gong)路制度改革(ge)取(qu)消高(gao)速(su)(su)公(gong)(gong)(gong)路省(sheng)(sheng)界(jie)(jie)收(shou)(shou)費(fei)(fei)站工(gong)作(zuo)領(ling)導小(xiao)組組長、部長指(zhi)揮切(qie)換并宣(xuan)布,取(qu)消高(gao)速(su)(su)公(gong)(gong)(gong)路省(sheng)(sheng)界(jie)(jie)收(shou)(shou)費(fei)(fei)站工(gong)程(cheng)并網切(qie)換圓滿(man)成(cheng)功,從(cong)2020年(nian)1月1日零時(shi)起,全(quan)國(guo)29個(ge)聯網省(sheng)(sheng)份的(de)487個(ge)省(sheng)(sheng)界(jie)(jie)收(shou)(shou)費(fei)(fei)站全(quan)部取(qu)消,完(wan)成(cheng)了2019年(nian)《政府工(gong)作(zuo)報(bao)告》提出的(de)“兩年(nian)內(nei)基本取(qu)消高(gao)速(su)(su)公(gong)(gong)(gong)路省(sheng)(sheng)界(jie)(jie)收(shou)(shou)費(fei)(fei)站任務”并“力(li)爭提前(qian)”的(de)目標(biao)。 領(ling)導戴東昌(chang)、、王志清;國家發(fa)展改革(ge)委、工業和信(xin)息化(hua)部(bu)、公安部(bu)、部(bu)、國資委、銀保監會等工作領(ling)導小組成員和聯絡員;部(bu)總(zong)師,部(bu)總(zong)指揮部(bu)成員參加。 楊傳堂對取消高(gao)(gao)速公(gong)(gong)路(lu)(lu)(lu)省界收(shou)費站(zhan)重(zhong)要(yao)任務(wu)(wu)(wu)圓滿完(wan)成(cheng)(cheng)表(biao)示祝賀(he),向各有關部(bu)門和(he)單位、各省(區、市)黨委政府表(biao)示衷心感謝,向參與撤(che)站(zhan)工作(zuo)的(de)(de)廣大(da)交(jiao)通(tong)人表(biao)示慰(wei)問(wen)。他強(qiang)調,要(yao)在此基礎(chu)上(shang),進(jin)(jin)一(yi)步搶抓機遇,按(an)照黨中(zhong)央、國(guo)務(wu)(wu)(wu)院決策部(bu)署(shu),進(jin)(jin)一(yi)步深化改革,加快(kuai)推(tui)進(jin)(jin)高(gao)(gao)速公(gong)(gong)路(lu)(lu)(lu)“一(yi)張網”運行、“一(yi)盤棋”管理(li),實現公(gong)(gong)路(lu)(lu)(lu)交(jiao)通(tong)高(gao)(gao)質量發展(zhan),努力(li)(li)建設(she)人民滿意(yi)交(jiao)通(tong)。一(yi)要(yao)守牢安全底線,確保(bao)路(lu)(lu)(lu)網穩(wen)(wen)定順暢。提高(gao)(gao)系(xi)(xi)統(tong)穩(wen)(wen)定性(xing)、可靠性(xing)和(he)安全性(xing),提高(gao)(gao)交(jiao)易成(cheng)(cheng)功率和(he)通(tong)行效(xiao)率,按(an)照應急預案做好(hao)(hao)交(jiao)通(tong)疏導(dao)和(he)秩序維護。二要(yao)完(wan)善制度體系(xi)(xi),提升(sheng)現代治理(li)能(neng)力(li)(li)。推(tui)動(dong)相關法(fa)律法(fa)規(gui)制修訂(ding)工作(zuo),開展(zhan)基于的(de)(de)自(zi)由(you)流(liu)收(shou)費研究(jiu),加快(kuai)形成(cheng)(cheng)統(tong)一(yi)規(gui)范的(de)(de)收(shou)費公(gong)(gong)路(lu)(lu)(lu)管理(li)和(he)服(fu)務(wu)(wu)(wu)的(de)(de)制度體系(xi)(xi)。三要(yao)深化降(jiang)本增效(xiao),服(fu)務(wu)(wu)(wu)國(guo)家發展(zhan)大(da)局。扎(zha)實推(tui)進(jin)(jin)收(shou)費公(gong)(gong)路(lu)(lu)(lu)控規(gui)模、調結構、降(jiang)成(cheng)(cheng)本、強(qiang)監管、優(you)服(fu)務(wu)(wu)(wu),更(geng)好(hao)(hao)支撐經濟社會發展(zhan)。四要(yao)強(qiang)化創新驅(qu)動(dong),提高(gao)(gao)服(fu)務(wu)(wu)(wu)能(neng)力(li)(li)水平。加快(kuai)車路(lu)(lu)(lu)協(xie)同、自(zi)動(dong)駕駛等研究(jiu)應用,完(wan)善服(fu)務(wu)(wu)(wu)體系(xi)(xi),提高(gao)(gao)服(fu)務(wu)(wu)(wu)質量,創新服(fu)務(wu)(wu)(wu)載體,拓展(zhan)服(fu)務(wu)(wu)(wu)網絡。 主持切換時(shi)要(yao)求,要(yao)確保(bao)安(an)(an)全(quan)(quan)、確保(bao)暢通(tong)、確保(bao)穩(wen)定,提(ti)升(sheng)(sheng)服務(wu)水平,加(jia)強(qiang)宣傳(chuan)引導(dao),做(zuo)好政策優化(hua)以及人員安(an)(an)置工(gong)作,全(quan)(quan)力確保(bao)優質如期完成撤站工(gong)作,推動高速(su)公(gong)路(lu)高質量、可持續(xu)發展(zhan)。一是(shi)(shi)加(jia)強(qiang)取(qu)消(xiao)高速(su)公(gong)路(lu)省界收(shou)費(fei)(fei)站后過渡(du)期間(jian)特別是(shi)(shi)春(chun)運期間(jian)的路(lu)網運行(xing)保(bao)障(zhang)。二是(shi)(shi)進一步深(shen)化(hua)收(shou)費(fei)(fei)公(gong)路(lu)制度改革,研究探索自由流收(shou)費(fei)(fei)技(ji)術(shu)應用(yong),完善系(xi)統(tong)運營和服務(wu)保(bao)障(zhang)體(ti)系(xi),加(jia)強(qiang)對客(ke)戶的服務(wu)。三(san)是(shi)(shi)做(zuo)好通(tong)行(xing)費(fei)(fei)計費(fei)(fei)方式改革調(diao)整工(gong)作,確保(bao)不(bu)(bu)增加(jia)通(tong)行(xing)費(fei)(fei)總體(ti)負擔。四(si)是(shi)(shi)深(shen)化(hua)技(ji)術(shu)拓展(zhan)應用(yong),優化(hua)不(bu)(bu)停(ting)車快捷通(tong)行(xing),繼(ji)續(xu)推廣高速(su)公(gong)路(lu)差異化(hua)收(shou)費(fei)(fei),優化(hua)落實鮮(xian)活運輸“綠(lv)色通(tong)道”等政策,開展(zhan)ETC智慧停(ting)車城市創建活動,不(bu)(bu)斷提(ti)升(sheng)(sheng)人民群(qun)眾的獲得感、幸(xing)福感。 據(ju)了(le)解,自印發《深化收費公(gong)路(lu)制度(du)改革取消高速(su)公(gong)路(lu)省界收費站實施(shi)方案》以來,在(zai)不到9個月(yue)的(de)時間里(li),先后制定了(le)90余個實施(shi)方案,召開了(le)5次全(quan)行(xing)(xing)業(ye)部署調(diao)度(du)會議,進行(xing)(xing)30多次專題調(diao)研、督導(dao)、座(zuo)談,完(wan)善優化了(le)鮮活(huo)運輸(shu)“綠(lv)色通(tong)道”等通(tong)行(xing)(xing)費減免政策配套措施(shi),調(diao)整貨車(che)通(tong)行(xing)(xing)費統一按車(che)(軸(zhou))型收費,實施(shi)高速(su)公(gong)路(lu)入(ru)口(kou)不停車(che)稱(cheng)重(zhong)檢測(ce)。全(quan)國建設完(wan)成(cheng)了(le)24588套ETC門架(jia)系統,改造(zao)完(wan)成(cheng)了(le)48211條ETC車(che)道、11401套高速(su)公(gong)路(lu)不停車(che)稱(cheng)重(zhong)檢測(ce)系統。ETC推廣發行(xing)(xing)了(le)1.23億戶,累(lei)計用戶達到2.04億。1.2萬名(ming)高速(su)公(gong)路(lu)收費員得(de)到了(le)妥善安置,轉(zhuan)崗到ETC推廣發行(xing)(xing)客服(fu)、清(qing)分結算后臺服(fu)務(wu)(wu)、高速(su)公(gong)路(lu)服(fu)務(wu)(wu)區服(fu)務(wu)(wu)、入(ru)口(kou)稱(cheng)重(zhong)檢測(ce)等崗位。 系統切換前當天下午,到、界的首都環線采育南站收費站,了解了工程并網切換準備情況和運營服務保障工作。來(lai)源:部(bu)網站 下一篇(pian)交通部:用互聯網助推貨運物流轉型升級
